I have a Felt mountain bike with a straight 1 1/8 steerer.
1. Can I fit Shock with a tapered steerer?
2. Is there a headset for converting from a straight steerer to a tapered steerer?

It all depends on the frame headtube.
More info needed.
Model and year would be a start or a clear photo of the headtube or info on what type of headset is currently fitted.

as you may have figure, a tapered steerer is larger diameter thant the 1 1/8 in
you can convert from tapered to 1 1/8 but not the other way round as you would need to enlarge the lower part of the head tube which ain't possible without replacing it..
measure your head trube - it should be larger diameter where the lower race is if it is for tapered forks - you can see that clearly here:

internal headtubes can be run with an external lower headset to allow a tapered fork to be used.

As Nick says it may be possible, it depends very much on the headtube you have now despite 02GF74's incorrect response.Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0
