Stans No Tube Crest Hope Hoops - tyres that fit?

Bought a pair of Stans No Tube Crest Hope Hoops that came up for sale in a local auction, which appeared to be cheap, but as they turned not they were not much cheaper than buying elsewhere after paying fees and VAT
Anyway I took delivery of them today.... and tried to fit my Conti 4 Season 28mm - and FAILED.
I have to say this is pretty impossible. I did manage to get the tyre on without a tube, but struggled to get it off.
Now the question is whether to keep these wheels or not.
Anyone have any experience of these rims when using CX tyres with these rims and/or any other 28mm road?
