Piglet 2 Frame Size Advice.

My brothers looking to get a Piglet 2, but is a tad unsure whether to get a 16" or 18". Can't find the stand over height any where either. He rides a medium GT Avalanche 3.0(17.5" I believe), he can also ride my 2012 19" Orange Crush. When he rode mine though it was just out side on the road. Standing over my Crush he has enough clearance room, less than the GT but enough.
He's 5'9" and assuming we are measuring correct, about a 32" inside leg.
Riding type is natural trail riding trough forest, fire roads, climbing and some down hill runs but not full hardcore stuff.
