Bolt size for Raleigh Max Cromo pannier rack

Hi,
I've recently acquired an old Raleigh Max Cromo, I would guess 1990s, and want to fit a pannier rack - but the fittings are smaller than the standard M5 size. Does anyone have one and know what bolt size is needed - will it be M4, or will it be a non-metric size?

it could well be imperial ???? but it doesnt matter as long as you have a matching nut for it, do you own an electric drill or have a diy store near you, either will do0

Usually M5 or 2BA which is effecticely the same size, unusual for it to be anything else. Have a rummage in the spares box and see what fits.I've added a signature to prove it is still possible.0
