Drop bar mtb compatability issues

I have a Raleigh Maverick mountain bike fitted with this stem
http://www.ebay.co.uk/itm/251347390707? ... 1438.l2649
It takes a 22.2mm bar.
I would like to fit Tektro RL520 brakes.
If I choose to use a quill stem adaptor would this work?
http://www.wiggle.co.uk/deda-quill-stem ... 5360422709
What do I need so handlebar, brakes and stem are compatible?

Yes but check the insert diameter which depends on the steerer diameter.
You will then need a stem to fit the adaptor and to fit some drop bars that you might get."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

Thanks
Would I be able to get a handlebar bar to fit straight on the stem already fitted which is shown below?

I mean will a drop bar fit in this stem?
