Rusted fork stanchions?

Just taken my Sr Suntour XCT V2 forks apart to troubleshoot some stiffness, and discovered that the chrome (or whatever it is) on the fork stanchions is rusted fairly badly (see pics).
Unfortunately new forks are quite expensive, so is there any way I can remove the rust from these? Failing that, what are the current cheapest MTB forks around? The £40 you can find these for on ebay is the upper limit of my budget. Cheers!

Dead but with that budget I would just put them back together, live with it and save up for decent forks.I don't do smileys.
