I'm looking to build a SS bike for commuting (and cause I want one :P ), I've come across this frame (see link) but I'm not 100% sure on frame size but would an 18" frame be fine (I'm 5' 11") as I'm not sure what size an MTB frame is normally. Also does anyone have any opinion of the frame itself?

That size would be fine, it only has V brake bosses and none for disk brakes. It would be easier to build a single speed with horizontal dropouts.

That frame will need an SS conversion like a those sold by on-one etc...

Shameless plug, I have a traditional (read late 1980's, early 1990's) Scott Teton frame coming up for sale, inclined dropouts for single speed, Tange Cro-mo butted tubes, original forks and stem, was on cantilever brakes or can run V-s.
Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.
