Fulcrum hub advice please

I recently had by bike serviced which included a "front hub rebuild" on my Fulcrum Racing 5. Looking at this vid on youtube:

the outer cover of the hub, the bit with the red F on at 1 min in, is not normally replaced but mine has been - the original had Specialized written on it. Can this be replaced without removing all spokes and rebuilding the wheel? The labour charge seemed too low for this amount of work. I'm wondering if there was some sort of kok up during the service.

    It's a clip-on plastic bearing cover - sometimes the retainer clips break and therefore it needs replacing.
    Make mine an Italian, with Campagnolo on the side..

    Thanks. Am I right in thinking that once the axle and bearings are removed the 2 sides of the wheel can then be pulled slightly apart to fit this cover, without adjusting spoke tension?
