The open end can't seem to hook around the bolt properly.

it is not a stopper.
it is just to stop the arm falling off.

Shimano call it a stopper and yeah, whacked it with a rubber mallet and had to kind of hold it while I tightened the bolts...still not completely flush with the top of the crank arm, about 2mm sticking out.
