Dropping my handlebars

Hello I'm new to this road cycling thing. Been doing it for about 6 weeks now and i'm still fine tuning the bike to see if it makes it any easier.
It's a 2011 Specialized Allez.
I think I've got my seat as high as is comfortable so I was looking at dropping my bars a little.
My bars had these little hoop things which I assumed were spacers.
However, when I removed them this happened,
Not only is it a tad unsightly, but my top cap won't tighten.
From this I assume those little spacers weren't really spacers and are needed. So is there an alternative for me to drop my handlebars a tad...? I own a 9" grinder if that helps.

Put the spacers back on the top, also read about pre loading the fork.
You could of course cut the steerer tube (the aluminium bit), but wait until you are sure.0 -

Can I suggest you put a couple back underneath for now - general "wisdom" is to drop a little bit at a time then get used to it before dropping some more ...
You could go out like it is - but it will feel totally different.0 -
