Looking for a wheel, min 38mm preferably. Something without the alu braking surface. So I was thinking carbon clinchers. But below the Firecrest price range!
What other options are out there?

You can use any wheel in the wet, but the fact remains that you won't come close to the braking performance of alu with a carbon braking surface. If you're looking for one wheelset year round then don't look at carbon.English Cycles V3 | Cervelo P5 | Cervelo T4 | Trek Domane Koppenberg0

This. It is the future of road bikes in my opinion. Fantastic braking in wet or dry, getting more lightweight, doesn't chew your alloy rims up in winter, or delaminate your carbon clinchers in summer!
