Seat stays question

Hi, just been doing some long overdue cleaning of my bike and noticed the paint cracking and bubbling at the bottom of the seat stay tube. Just wondered if anyone could advise how to deal with this and potentially how unsafe this could be.

    What's the frame? If ali then don't worry about it - you could take the affected parts back down to the metal, prime, re spray, if steel there could be rust or similar so may be worth either taking down to the metal and having a look yourself or taking to a decent LBS and letting them have a look, if Ti then no real reason to suspect structural propriety just paint, so again take down to metal, prime and spray.

    Unfortunately without piccies its difficult to tell - can you post some?

    Re safety - again, without someone looking in the flesh pretty difficult to tell.
