Shimano Zee spacers?

Can anyone tell me the function of the spacers I've pointed to in the picture? From what I can gather, they both sit next to each other in front of the "crank arm fixing bolt". However, they don't allow the fixing bolt to reach the thread and so with the spacers in, the fixing bolt can't go in. So far I havn't had them in and havn't noticed any thing for the past two weeks or so.

    Don't know about Zee but on other Shimano cranksets they are rubber sealing rings, normally stay attached to the crank arms.
