B'twin triban 3 wheel upgrade help req!

I got my son this bike for xmas and he now wants to upgrade the budget wheels/tyres, the problem that I'm having Is the wheel size ETRTO 571x13 which Is I believe equivalent to 650c x 23 Is hard to get hold of because everywhere I look It seems 700x23 700x25 is the standard.
I must be missing something somewhere surely wheels for this bike must be available If anyone can help put me straight.

650c wheels is the size often used for smaller bikes - they would be a bit swamped with the larger 700c wheels (resulting in odd geometry and toe overlap).
If you google 650c wheels, you will find options - what sort of price are you looking at? For example:

so I will have a look in to the Miche youngs never heard of them though to be honest but there doesn't seem much else, as for the tyres the gator skins look a good choice thanks.0 -
Don't rule out handbuilts - here are some 650c 32 hole rims:
