Would this be sufficient to keep me cool?

I haven't unboxed the turbo yet so have no idea how much cooling is required.
The turbo will be used in the garage if it helps.

it will help, but indoors you need huge fans (or lots) to fully replicate the cooling of real wind
if it's the garage leave the door open, but in warm weather you may still cook
i use a headband to reduce sweat in eyes, and one of the clip on things that cycleops do that helps keep sweat off the frame, still tend to get a pool on the floor though
btw, check head clearance when standing up to pedal!my bike - faster than god's and twice as shiny0 -
I'm sorry you don't believe in miracles0

You'll still sweat.
Have it off to one side slightly and then the sweat might not land on the bike.0 -

Absolutely no disrespect meant to the OP, but I realised that I needed to get a life when I found myself seriously considering building a turbo cooling fan out of an old cooling fan from a Caterpillar off road truck.
It was about 3 feet in diameter.
The only thing that stopped me was that I couldn't find anything to drive it with.
Just buy the biggest fan you can find and accept that you'll sweat.0 -

Drive belt onto the turbo pulley and pedal harder0 -
I have a 30 inch 200W power fan, seems to almost completely stop sweat on the floor. Have to wear a warm top until HR high enough for fan not to be too cold.0
