9 speed 9 speed derailleur with 10 speed shifters?

In the process of building up a bike from spares and ebay specicals, I've got an old 9 speed tiagra rear mech, will this work with 10 speed 105 shifters?

Yes as long as you're also using a 10 speed cassette.
