Building child's road bike

My 10yo son has decided that he would like a road bike (mainly to try and whop my back side one rides). So we are going to build one up as a summer project.

He is 5"1" so what do I need to consider during the build, I am guessing at a 49-51cm frame, with 700 wheels?

Any guidance welcome.

    Or just buy him a tailor made one around a 650c wheelset.

    We want to build one up for the project, so I don't really want to just buy ready built as he won't learn anything about bikes.

    He'll probably learn more by riding and maintaining it rather than building it, to be fair. Not sure what kind of guidance you are looking for, other than looking on ebay, or the classifieds here for all the bits. Frame size is best established by trying a few, although 700c sounds reasonable given his size.
