Would a change to a 12-28 normally necessitate a new chain also? LBS can't do the job today and I need for tomorrow so having a minor panic....

You will probably be okay - just try to avoid big-big. There not being a right or wrong with exact chain length, it depends whether your chain with the 25 is on the short or long end of 'right' (if that makes any sense at all!).

I regularly do it the other way (i.e. I have a chain length for a 28, but run my wheels with a 25 on without troubles).

Try it. The issue may be how close the top jockey runs to the bigger sprocket. Try it as you can adjust the B screw to move the jockey away from the bigger sprocket, but if the chain is at its limit already, you may need an extra link adding (new chain)
