SPD pedal advice (probably a numpty question)

Hi there.
First post so please be gentle!
I've just ordered my first road bike having ridden mountain bikes for about 10 years on and off. However I have always ridden flat pedals, but have taken the plunge and ordered clipless pedals and a pair of SPD shoes. I'm still awaiting delivery of the bike, but the shoes arrived today and I was surprised that there we not actually any cleats included. Is that normal / right?
No issue if so, but before I query it with Wiggle I thought I'd check!

Cleats will come with the pedals0

The cleats will normally be with the pedals. Speedplay, look, shimano et al all use different cleats.
