Tubeless road tyres - cheap option?

Is it possible to convert a normal folding 700 x 23c tyre into a tubeless setup?

Not 23mm at typical pressure but it can be done with wider rims/tyres up to 60PSI. On Stans rims narrow tyres tend to blow out at just over 70PSI... 8)

There will be certainly more choice in tubeless tyres soon as Schwalbe joined the game now
