V brakes?

Hi guys
Our bikes have rear V brakes so I understand.

What I would like to know is how best to set them up?
At the moment one pad moves more than the other, I don't think it drags at all but just wanted to check.
Also, how much lateral flex should there be in the pads when braking? um, thats to say with the wheel movement.
