As per the title, can i cover the vents in my helmet for a club timetrial.
Is this agaisnt regulations or will I just look like a dork?

Certainly, but you may make it less aerodynamic rather than more. Aero helmets are wind tunnel tested and aerodynamics is a funny old business. Is would assume the cheap helmet and clingfilm was to test the theory rather than to use instead of a proper aero helmet.
Would be interesting to know if anyone has quantified the benefits of these small things as as an amateur, you could make the best choice based on what you can afford. Like a post above said - you could make things worse.0 -
Added benefit: avoid wasps entering your helmet and stinging you on the head!
