Wobbly Forks

I've just bought a Boardman CX Team and decided the stem was too low and long. After taking the stem off and replacing it the forks now wobble in the head tube. It rocks around more so at the top of the head tube. It's minimised when the stem is loose and pushed down while tightened. Though I'm not keen on having any wobble at all. Is the wobble normal? How can I get rid of it?

Undo the two bolts that hold the stem onto the steerer. Tighten the top cap down until there is no play, the pinch up the two stem bolts. Unless our headset is worn, this should sort the problem.
