Shopping for turds

Why is it I so often see, when out for a walk or a cycle, so many used and then casually discarded doggy poop bags?
I can understand *some* (few?) may be retrieved by responsible owners on their return leg home...

...but, WHY do so many owners go to the trouble of scooping-up and bagging their doggies poops in these, before discarding them??? :shock:

    They are little gifts from the leprechauns - full of gold - but if you have kinky thoughts about Virginia Bottomley the gold turns to pooh - I've collected about 6 and found no gold yet :cry:
