Shimano ST2200 upgrade to 10speed

First off, I have to do it as cheap as possible.

If you swap out the rear cogs, shifters & chain, can the front derallieur be used?

From the searches I've done, the cogs should just swap over shouldn't they?

    Correct; the bare minimum is 10 speed shifters, chain and cassette. If you go for the new Tiagra 10 speed cassette remember it has the 10 speed spacer built in.
