Basically my company are refusing to sign up to the scheme. So I started a petition....

Most companies don't give a shit unless you can give them a return on investment.
Try to find some stats which shows that people who cycle in are more effective or take less days off sick.
If your company is serious about corporate social responsibility, they should be able to use it to emphasise the environmental side - however if they don't give a shit about CSR, that benefit will fall on deaf ears.
Rather than petition your company, have you spoken to the HR admin person about it face-to-face first? I would also contact the schemes yourself, explaining the situation - they will have tonnes of stats that you can use. Maybe you could offer to start the initial contact with the scheme holders. That's what someone at my old offices did - showed the company that he was serious and saved the admin staff at his company some time & effort.2007 Felt Q720 (the ratbike)

It may be worth looking into the Climate Change Act. I know NHS organisations are required to reduce they're carbon footprint each year.
Maybe the act requires the same or something similar for private companies?0 -

Employers save employers' NI contributions on the salary sacrificed, which is 13.8%, so on most schemes, employers actually make money (on better schemes, employers pass this saving on to the employee so that it's cost-neutral to the employer, and the employee saves more...)0
