Replaced jockey wheels but bottom one stiff?

I've never replaced jockey wheels before but needed to at the weekend, went for BBB ceramic ones but on fitting them I found when tightening the bottom jockey wheel bolt if I did it up reasonably tight the jockey wheel would bind (looking at it closely it didn't appear to be catching on the outer wheel). The original (shimano) one had been done up fairly tight, I'd guess around 5Nm and the BBB wheels didn't come with washers so I figured I'd need to re-use the original ones - is that right (the 4 picture-instructions didn't make it clear...). I used some threadlock on the bolts and did a 15 mile test ride yesterday but bit worried it might all come apart at some point as the bolt is a lot looser than how it was with the original jockey wheels.

    I take it the originals were bushed and the new ones are sealed bearings?
    I suspect you want to take the shimano washers off but a couple of pictures would help.
