Cassette or chainset upgrade

I'm currently running a shimano tourney 50/34 chainset with a 7 speed 14-28 freewheel cassette. On good days I'm spinning the 50x14 on the flat.
Would I be better off changing the chainset to 52/39 or the cassette to 13-25 (something like this http://www.evanscycles.com/products/sun ... t-ec016703)
A new cassette and chain is probably cheaper than a new chainset so I guess this is the better route to go down.
Any advice please?

The cassette may not fit the hub, though, if the freewheel is a screw-on. That would mean a new wheel and bump up your cost.0

The current cassette is an mf tz21 freewheel which screws on to the hub.
Is the hub thread a standard size?0 -

Yes, most bikes use a standard freewheel thread these days. It is a bit confusing though the way you refer to freewheel cassette as a cassette and a freewheel are two different things.0
