yes, I use mine on my powertap wheel, which has a velocity a23 rim, fits a treat (they are all made to order - you just tell Rick at Raltech your hub and rim depth - he will defo have made them for cosmics before)
loads and loads of examples of people using wheelcovers on cosmic sl rear. you might get some scuff marks where the two meet, but you could eradicate this by taping the cover to the fairing using electrical tape (again loads of examples of this - slowtwitch forum is a good reasource for this)
