Handlebar spacers

Have been making adjustments to my riding positions lately.
Trying to drop my handlebars but can't remove one of the spacers.
Seems to have wedged itself in place maybe rust or dirt.
Anyone managed to remove them or have a technique for doing so?
I placed a small amount of grease around the rim two weeks ago hoping it would seep in and losen it.

You need some type of thin penetrating lubricant rather than grease in this situation. WD-40, Tri Flow, etc. for starters if you have any of them laying around already. Try tapping on the steerer from the top to break the spacer free. Use a rubber mallet with a block of wood to keep from damaging the top of the steerer tube. Also are you sure the spacer is a separate piece? Some headset bearing caps have what looks like a spacer machined into them.0

sacrificial drift and knock it out after a soaking of oil
if it is 1 piece its probably an o ring that is grabbing in there, if not must be dirt or tight fit.....
and clean the bearing seals and bearings if they need it.... its already been stripped down......0
