Shifting issue after changing chain

I just changed the chain (7901) on my Dura-Ace 7900, and now when I shift to the lowest gear (28) and ride up any small hill, the shifter jumps in and out of the next gear. It does not do this in any other gear, just the lowest one.

It worked fine before changing the chain. I have adjusted everything and it looks fine and shifts through the gears fine on the bike stand.

Any thoughts? Could the chain be too short?

Did you cut the chain to the correct length?

Yes, I cut the chain to the correct length....at least I thought I did.

Just a quick follow up - it was the cassette. changed it and all good.
