    It's Norwegian, translates to NPRA - Share the road campaign - Nine Lives.

    Well it's Norwegian for starts...

    But when the cat starts eating, it says "For those that don't have nine lives...".
    Then it has a link to the Norwegian Public Roads Administration's page about road sharing. They're starting a campaign to raise awareness about bike and motor vehicles sharing roads and the hazards caused by it.
