Philips Saferide Light, movement in ball and socket mount ?

Hi I have Philips Saferide 80 which has a ball and socket joint on top with a locking collar.
I cant seem to tighten the collar enough to completely lock the light in position.
I can still move it with my hand - though it takes some force. Each pothole makes it move a little.
Any ideas? Should I return it, is it a feature (I suspect not!), or is there a hack to completely lock it?
Apart from that I do like the light, and run it with a flashing Cateye Nano shot.
