Rough BB after changed for new.

So i put in a new UN55 BB 110x68mm. Drive side first and do up, all nice and smooth. Then the locking cup. Do that up, BB is rough? Its like it needs shimming. Is that normal? Its not really rough, but i suspect it will wear faster than it should.
How can i squash the cartridge that much to affect the bearings?

    undo both sides a bit. then tightn the lose cup and then the fixed.

    sounds like the BB shell needs chasing and facing. as the BB is being distorted.
