Steerer rubber cone washer

Hi. The steering on my MTB was getting really stiff so I disassembled it. The top part of the headset had a rubber cone shaped washer and a strip had been sheared off it fouling the bearings and causing the steering to be stiff. I regreased everything but couldn't get the washer to sit nicely between the steerer and and the headtube so it interfered with the bearing cage. In the end I just took it out and everything seems fine, steerer is tight but lovely and smooth. Is it OK to leave it out ?

    But sounds like a seal, so the bearings probably won't last very long.

    Edinburgh bike shop cuillinan (or something similar, I resprayed it so don't know exactly). Suntour forks, not sure of the headset. It slides between the steerer and the headtube at the top end. Do you think I should persist ?

    Either a seal (doesn't matter) or the centreing cone (does matter!)
    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.
