456 Carbon dropouts

The dropouts are replaceable and the brake mount is attached. So, you can't mount a rear brake when there are no dropouts.

When holding the rear brake and moving the bike back and forth slightly (like checking for play in the headset) the brake calliper is able to move forwards and backwards slightly which means the NDS dropout is loose.

I've tightened up both bolts on that side and made sure the calliper is tight and the wheel is tight. Checked the rotor bolts as well even though it's not them. Calliper is still able to move. Don't want to overtighten the bolts and probably already have.

Anyone had this problem and if so how did you resolve it? I'm wary about riding a frame where what's holding the wheel, is able to move.
