why cant I post in sales

I went to put and add in sales and there is no new topic option,why.
I did post an add without realising I had broke the rules (yes never read them)and it was removed.Fair enough but why cant I place correct add.

    didnt see any read text..just looks like normal page without new topic option..will re check
