Oversize Stem

Hi,

I'm looking at replacing the stem on my bike and, I like the look of the Deda Zero 2, Its "oversise" what does that actually mean?

    From looking at pictures is seems its a fatter "oversized" tube between the two clamps ? is it that simple ?

    Oversize referes to a 31.8 clampinng diamter of the bars
