A bike for 3 year old

I need advice on the subject. My son is turning 3 in a month and wants a bike as a gift. We went to Halfords and tried their Apollo bikes . He spent about half an hour riding Apollo Police Patrol Boys Bike 14" (he is obsessed with police vehicles :D ) between the isles and was totally thrilled. Size seems perfect for him...

Any good/bad experience with Apollo kids bikes?

Also do I throw the stabilisers out on day 1 or let him ride with them a bit?

Throw stabilizers out, but take the pedals off until he can scoot around and balance OK. This could take a while, but it's basically a balance bike without the pedals.

Or an actual balance bike first (lighter, easier to learn on, easier for him to get up stairs, gutters etc without assistance).

Removing pedals from a regular bike is a good method of learning - but not a great way to get around.

Both of my daughters rode their balance bikes until they were 5. (Started on pedals when they were 4).
