You've open up a can worms as tyre choices are vast and so many different views on the subject, but here goes:
Your bike is old and it sounds like your not too experienced, so don't be offended if I assume your not entering the next club race.
It is a road bike so will have little frame clearance for big tyres, yet you still want something that will be easy to spin without too much effort and wont cost more than £20.
You will need 700c (wheel size and needs inner tube).
Small/light tyres are easier to get speed but less grip. Larger tyres are more comfortable and generally have more grip but take more effort.
Everyone has a personal choice , so her's mine:
Continental Ultra Sport Road Bike Tyre 700c x 23mm (small as you can get in clincher- needs inner tube), relatively fast, made in Germany relatively good puncture resistant and about £13 each on Ebay.
Continental Gatorskin 700c * 25 or 28 more comfortable more puncture proof, heavier and a bit harder to push. About £22 each on Ebay. If your going to commute, get the larger tyre.
There's loads of other tyres out there and I could spend hours listing them and the exotica can get very expensive. I've used both of these tyres on my commute/training bike and their good for the money.
Chinese All Carbon Hybrid, mixed with overdraft and research.
Hong Kong Phoey - Quicker than the human eye!

Not enough: bikes, garage space or time.

If you mean that you have true 27" wheels and not those new fangled 700c things, then your tyre choices are a bit limited. My fixed runs on 27" wheels and I have a set of Continental UltraSport on. Not great tyres, but probably the best from a small number of choices. Available from Wiggle in 1 1/4 & 1 1/8 widths for under £15 each.
I also have a set of Panracer tyres in the same size, nice whitewall, but made of tissue paper. Not sure if these are even made any more.

Panaracer Paselas are nice - gumwall and good puncture protection and not heavy either. About £20 each and available in 27 and 700c in various widths.

For cheaper, I have covered many, many miles on Schwalbe Delta Cruisers which are also available in period style gumwall. They probably don't last as long as some tyres but they have a nice feel and can be had for £10ish. They are wired so heavier than the Paselas but still perfectly decent and it's not as though you need to worry about saving a few grams on that sort of bike anyway (I know, I have two such!).

Thanks a lot guys for your advice so far...

Yes they are actual 27" wheels not 700c..

I have just seen the conti tour ride and from what I can see it seems like a good buy, they're reliable and last along time... does anybody else have experience with these tyres?

Cheap tyres are often cheap for a reason. Gator skins cone in a 27" size as do Schwable Marathons and Conti Tourrides. All of these are good durable tyre's and the Tourride's will be less than £20.

    Thanks!

I'll probably get the Tour Rides they seem to be an excellent buy at £12!

Unfortunately today... the rear gear cable decided to slip out and I was in highest gear all the way home D: hills were impossible!

Managed to reattach it but the gears need more adjusting

Sorry to drag up an old thread but I'm in a similar situation - ordering some Schwalbe Marathons or those Conti Tour rides but stuck on which inner tubes? Wilko do a 27 x 1/4 but obviously not an ideal option. Can't find that specific size on Wiggle, JE James etc.. Read somethere that 700 x 25mm would work? Can anyone confirm?

27x1&1/4 will work with 27 x 1&1/8. Which would make the Wilko one fine.

    Otherwise I know I have a tube for a 27" wheel that also fits 700x25 to 700x32.
