Integrated Headset? Am I missing something?

Building up a single speed from second hand classified parts. Am I missing something here? Seems loose until I tighten up the stem. The spacers almost sit in the cup. Am I missing a cap or cover?

    Yes half the headset.

    The centering washer and some spacers and the top cover.

    I have spacers and a top cap, so I'm just missing the centering washer. I'll drop by the LBS tomorrow. Thanks
