new manitou bush id too big?

Hi all i have a worn bush on the bottom eyelet of a swinger x3 that is fitted to my giant v t, i bought a bush removal tool from fleabay that also came with 2 new manitou bushes. All striped and refitted fine but the new bushes internal diameter is too big! I refitted the original top bush and both sets of mounting hardware are a very snug fit but the new bushes have slack, are these "free" bushes supplied garbage or did giant put in specific bushes to these frames?
