~What are the best places to get reasonably priced frames?

sorry if this gets asked a lot but I did some searches and couldnt find any.
Are there are good sites to get decent frames from? I've checked the usual suspects, ribble, planet x, merlin etc but are there any less known (or sites I dont know about anyway) that are good to check out? I'm checking ebay for any 2nd hand ones that might pop up but a bnit nervous about buying second hand frames off ebay.
also is around £400 to low to get a good quality carbon frame?

Some are their own branded frames but they also offer frames from Forme, Dolan, Merida etc.
I recently bought an alu Forme Longcliffe frame from them - excellent value at £199. This is now fully assembled as a winter bike and I'm very happy with it.
No connection with Paul Milnes Cycles other than as a satisfied customer.
