Dura ace RD short cage bigger cassette

Hi my mate has been slowly upgrading his bike and fitting Dura Ace parts. Standard chainset and matching short cage rear dérailleur

All working fine and now he wants a bigger cassette going from an 11-25. To an 11-28

Will his RD take a 28 cassette

i run standard chainset and short cage mech with a 27 with no problems and the tech docs say 28 is the max
