Lowering Fox Float

I'm trying to lower my Fox Float RL 2009 from 140mm to 120mm so I can use them on my dads Kinesis since I've just snapped my Wolf Ridge's linkage and it's going to be a few weeks before the replacement is here.
I've installed a 20mm spacer as per the Fox instructions and done a full service while it was stripped down. Problem is, it doesn't seem to have much at all. At full travel I now get 135mm so it's been lowered by 5mm, not the 20mm it's meant to have been.
Anyone have any idea what might have gone wrong?
