Sheffield rack nose-to-tail

Why is it that hardly anyone parks their bike nose-to-tail in a Sheffield rack.
Put the dirty chain innermost and your bars to the other side's rear rack. No clash of bars, no stepping back into a dirty chain, bikes present a thinner, cleaner profile. What's not to like?
How can we persuade people to use Sheffield racks properly?
