Weller's non-patent method of setting front derailleurs:
1. Release the cable clamp
2. Wind the barrel adjuster all the way in
3. Set your gear shifter to it's lowest point
4. Wedge something soft (e.g. a bit of wood) between the derailleur and the frame to get it just off its limit screw
5. Pull the cable tight and reclamp
6. Remove the bit of wood and test your shifting
Now if you're short of tension (which you almost certainly are) you should be able to wind the barrel adjuster out until the shift is good. If it's not playing ball then you need to check that the derailleur is parallel to the chainrings and that the upper limit screw has been sufficiently wound out to allow the derailleur to reach the upper shift point.- - - - - - - - - -

If things were working ok before you replaced the cable, there is a good chance that you have the cable clamped incorrectly. Have a look at the Tech Docs section on the Shimano website for the correct way to route the cable over the mech clamp.I have only two things to say to that; Bo***cks0

My guess is that the lever wasn't in the lowest position when you set it for the granny ring.0

I've clicked right back to the lowest position , installed the cable and pulled the cable tight and secured it.... Still no joy0

Disconnect the cable and try to move the mech by hand - does it have the full range of movement? If not, adjust the stop screws, reconnect cables and try again.Make mine an Italian, with Campagnolo on the side..0

I would doubt the "H" screw is the problem if it hasn't been touched. Better to start from the beginning and follow the instructions here:

It wasn't working even before the cable was changed, so the top limit screw could well be wrong.- - - - - - - - - -

Update- got a new front mech... Now working, the spring was done on the old 10

That's good but again the spring is a "return" i.e. it returns the FD to the small ring and would not affect upward shifting which was your reported fault.0 -
This can be a problem if the outer ring is smaller than the groupset originally was designed for.
Try raising the changer up.
