Is it literally just that the RL has a lockout?

Nope, the RL has fully adjustable compression damping. A big improvement over the R.
The TK is the one above the R with a lockout but no compression damping.0 -

I think the R has motion control. And is above the TK.0

R is rebound only. RL has Motion Control with fixed floodgate. TK is turnkey.0
