A piece of cake. Unfortunately, the decoded message is one which is above Top Secret and is designed by the FBI to flush out aliens, who can then be eliminated. So a word of warning, if you do manage to do it, don't mention it to anyone and, above all, don't think of elephants while you're decoding it.
