Tapered Headset Spacer

I'm after a tapered headset space, See picture below. I'm looking for one around 15 to 20mm
in height. I've phoned round loads of bike shop's today and called in at Planet X & JE James,
both tell me, only available with the complete headset !!! Can anyone point me in the right
direction.

That's not a spacer that's part of the headset I think.
Also a tapered spacer will not be as strong.0
